Councils to set local targets for decentralised energy

"Merton Rule" becomes law with Royal Assent for Fallon Bill

The Queen has added her signature to the Planning and Energy Bill - giving councils legal powers to require renewable energy systems for new buildings.

More than 100 local authorities around the country have already adopted the so-called "Merton Rule" - where construction firms advised that they want planning permission, they ought to include facilities for new buildings to generate their own energy.

The new legislation, which became a full Act of Parliament yesterday as its Royal Assent was confirmed, requires councils to set local targets for decentralised energy.

SPS Contract now available

A standard Stand Alone Power systems (SPS) contract for use between clients and suppliers/installers is now available for download from the SEANZ website documents section.

This contract clearly sets out a clear agreement between supplier/installer and the end customer including system design assumptions, equipment supplied and payment terms.

SEANZ encourages all consumers and suppliers/installers to use a robust contract for the benefit of both parties.

The contract has been adapted from a contract provided by the Clean Energy Council, Australia. The contract was originally funded by Department of the Environment, Water, Heritage and the Arts.

SEANZ would like to acknowledge the support of these two organisations, and the Energy Efficiency and Conservation Authority (EECA), for their assistance in adapting this contract to New Zealand.

Pacific Gas and Electric Company announced that it has entered into two utility-scale, solar photovoltaic (PV) power contracts with a total capacity of 800 megawatts (MW). The deals could deliver cumulatively 1.65 billion kilowatt-hours of renewable energy annually.
